Prototype. Grant logic is live — each grant is SHA-256-hashed and chained. Gating rules shown here are the real ones: Tier 3 (encryption / OSINT) is export-blocked for any cross-border grant until screened; product names clear through McAuliffe per jurisdiction; commercial terms clear through Olson. Production writes to the shared @bbg ledger and signs each grant with the console key.
