Nearly every organization in this movement is an advocacy, legal, or political voice. Almost none ship software. That is the opening: you arrive not with another argument, but with infrastructure — apps a partner can put in citizens' hands the week they sign. This brief sorts that infrastructure into four tiers. The order is the strategy: the spine unlocks everything, the light slice earns trust, the movement layer turns users into members, and the gated tier waits for clearance.

Tier 0

Tier 2

The Movement LayerTurns users into members

Once the tools are trusted, these convert individual users into a connected movement.

Charter Mobile & Chapters

The Build SequenceWhat to build, in what order

From zero to Phase I
  1. Build the spine — Charter Registry, Affiliate Console, Localization Engine — before anything else.
  2. Localize Guardian and ONION + RELAY for English; these are the Phase I lead apps.
  3. Stand up the Charter Registry wall publicly — it becomes proof and marketing at once.
  4. Add Veracity and The Now of YOU, then the Tier 2 movement layer as partners sign.
  5. Localize into Polish / Hungarian / Czech for Phase II, then Spanish / Portuguese for Phase III.
  6. Keep Tier 3 internal until export-control screening clears each destination.
